What the data actually says

1 Spanish unemployment has cycles, but it does not fit the idea of a purely short-term problem: even after the recent recovery, 2025 is still 2.27 points above 2007.

2 Between 2008 and 2025 only two years fell below 10%. Persistence is part of the problem, not a footnote.

The correct conclusion is not "unemployment never improves" but "treating it as just another cyclical episode is not enough".
